ReCAPTCHA no longer effective against en's spambots. Relocated reCAPTCHA's settings to de and fr's LocalSettings, added QuestyCaptcha (which is now functional) for en.

TagCloud extension added
.atys "/extensions/SpecialUploadLocal/UploadLocalDirectory.php" limit added to prevent failure when uploading more than 200 files at once.

File "/includes/specials/SpecialWantedfiles.php" changed to make the specialpage WantedFiles interwiki/commons compatible.
