root categories on 2020 March 5th

This "root categories" found on 2020 March 5th using Special:UncategorizedCategories (has lot of empty ones, I added discussion for the one who should not be root -> to find my comments with specialpages )

1. 44 root categories is far too much LOL
2. we should use much more Category:Obsolete, and the Category:Todelete (and move Todelete under Maintenance and/or WikiAtys) ?

Notes

1. Category:Todelete very handy to move to empty categories or the categories we want to delete (I am going to move my errors under it. For now it's under category:Wiki images)
2. other category trees on the wikis: 🇫🇷 fr:Utilisatrice:Craftjenn/ArboCaté 🇬🇧 en:Wiki_Technical_Guide#Wiki_codes_about_categories but no 🇩🇪  ?

Category:French or [[:Category:Francais]] ? -> no answer, I created Category:French

Not accepted: I would perhaps create a category type, with, under:

• sounds
• texts
• animated GIF
• languages : Category:English, Category:German etc for pages, other files etc - as ► EncyclopDE, ► EncyclopES ► EncyclopFR are for images under EncyclopAtys
