root categories on 2020 Mrch 5th

Using Special:UncategorizedCategories (has lot of empty ones, I added discussion for the one who should not be root -> to find my comments with specialpages )

1. 44 root categories is far too much LOL
2. we should create a caterory "old" or to "delete" - under Maintenance or WikiAtys ?
